Abstract This study was conducted in connection with the Master of Business Administration (MBA) dissertation at Kwame Nkrumah University of Science and Technology-Kumasi, Ghana. Purpose: In the mist of intense trade liberalization and globalization when localization and protectionist policies are discouraged, this study sought to find out the role of formal marketing strategies and technology in sustaining increased profitability of tomato farmers in Ghana. Methodology/Approach: Empirical research was conducted by collecting both primary and secondary information from a sample of 450 tomato farmers, traders and tomato factory personnel. The data from tomato farmers, traders and the tomato factory were accessed through questionnaires and an in-depth interview. Findings: Formal marketing strategies and technology are complementary factors in the determination of the profitability level of tomato farmers. Farmers who well combine formal marketing strategies with technology are successful. Technology without formal marketing strategies or the vice versa negatively affect tomato farmers profitability. Tomato farmers should adopt formal marketing strategies and apply the latest technology. Introduction There is a plethora of literature on marketing strategies that accentuates the imperativeness of marketing functions in organizations. As a result, marketing practices of Small and Medium-sized Enterprise (SMEs), Large and Multinational Companies as well as Not-for-profit Organizations have interested researchers in our recent era. In recent years there have been signs of substantial research interest in marketing practices of SMEs (Sengupta, 2006). Most of these studies have indicated the role of marketing to be critical in the sustainability of the small firms (Sengupta, 2006). Marketing strategies are extremely vital to organisations corporate goals of achieving high revenue. Given that a firms survival depends on its capacity to create value, and value is defined by customers (Day, 1990), marketing makes a fundamental contribution to long-term business success. However, businesses that concern themselves with rigorous evaluation of marketing results are in the minority (Ambler, 2000). Researchers widely agree that marketing in small firms differ from that of their larger counterparts (Fillis, 2002; Gilmore et al., 2001; Hill, 2001a; Coviello et al., 2000). Small firm marketing has been characterised as haphazard, informal, loose, unstructured, spontaneous, reactive, as well as conforming to industry norms (Gilmore et al., 2001). Stokes (2000) adds that in small firms, marketing is used for the needs of the moment and only little attention is paid to plans, strategies and analysis. However, this is in contrast of marketing in large firms, which is seen as formal, planned and well structured. One reason for this difference is that small firms have certain limitations. Compared to their larger counterparts, small enterprises have limited resources related to finance, time and marketing knowledge (Gilmore et al., 2001). Consequently, complex theories and sophisticated processes seem to be inappropriate in small enterprises (Hogarth-Scott et al., 1996). Despite the differences, it has been noted that the basic marketing concepts, such as segmentation, customer orientation, targeting, positioning and seeking for competitive advantage apply to small as well as to large enterprises (Hogarth-Scott et al., 1996). According to Rolle (2006), in the light of the incidence of huge post harvest losses in Africa and new challenges faced under trade liberalization and globalization, serious efforts are needed to reduce post harvest losses, especially of fruits and vegetables. This would include linking operations and actors involved more closely and systematically, modernizing marketing infrastructure and technologies, capacity building of individual actors, and strengthening the policy or institutional settings for better marketing. Obviously, post harvest management determines food quality and safety, competitiveness in the market, and the profits earned by producers. The post harvest management of fruits and vegetables in most developing countries in the sub-region is however, far from satisfactory. The major constraints include inefficient handling and transportation; poor technologies for storage, processing, and packaging; involvement of too many diverse actors; and poor infrastructure (Rolle, 2006). Definition Most scholars on the theme of marketing strategy attempt defining it with broad encompassing concepts and statements. Baker (1978) considers it as being a broad means of achieving given aims. While Luck and Ferrell (1979) simply define it as being fundamental means and schemes. Kotler (1976) thinks it is the grand design to achieve objectives. Some of the definitions of marketing strategy by some scholars are based on marketing concepts such as the marketing mix, the product life cycle, market share and competition and positioning. Foxall (1981) defines marketing strategy as being an indication of how each element of the marketing mix will be used to achieve the marketing objectives. Chang and Campo-Flores (1980) proposed product strategy, the distribution strategy, sales promotion strategy and pricing strategy. While Jain (1981) agrees with them, Udell (1968) simplifies marketing strategy as price and non-price strategies. Kotler (1965) and Baker (1978) outline that; the marketing s trategy for a particular product needs should be modified as the product moves through the various stages of its PLC. Bloom and Kotler (1975) explain the issues involved in marketing strategy to be linked to the market share base. They suggest that a company can identify its optimal market share given a particular set of conditions. Once identified, it needs a strategy to achieve the optimum. In line with Buzzell, Gale and Sultan (1979), they agree that a company can choose to build, maintain or even reduce market share alternatively labelled as building, holding and harvesting. Another approach from the literature in the explanation of marketing strategy is the utilisation of the concept of positioning. Wind and Claycamp (1976) explain a products position as its overall situation in the market relative to its sales, market share and profitability. Positioning is the selection of a marketing from a range of alternatives (Cravens, 1975 ). Segmentation as a Marketing Strategy Some researchers consider skilful segmentation as marketing strategies and as such convince marketers to apply them. The goal is to find several homogeneous groups that differ maximally across one another. They suggest segmentation options and techniques. Dickson and Ginter (1987) convincingly argue that the demand functions should be the theoretical basis for segment definition. They add that other bases for identifying or defining segments will be useful only to the extent that they correspond empirically to these demand functions and lead to identification of the true market segments. Thus, the choice of segmentation variables and the relationship of these variables to the differences in demand functions determine how successfully distinct segments are found. Relationship Marketing as a Marketing Strategy Grà ¶nroos (1983 and 1980) develops the customer relationship life-cycle model, originally called the marketing circle, to cover the long-term nature of the establishment and evolution of the relationship between a firm and its customers. According to Grà ¶nroos (1989 and1990), to establish, maintain, and enhance relationships with customers and other partners at a profit, so that the objectives of the parties involved are met is relationship marketing. This is achieved by a mutual exchange and fulfilment of promises. Such relationships are usually but not necessarily always long-term. Establishing a relationship, for example with a customer, can be divided into two parts: to attract the customer and to build the relationship with that customer so that the economic goals of that relationship are achieved. Berry and Parasuraman (1991) propose that: Relationship marketing concerns attracting, developing, and retaining customer relationships. Gummesson (1994) proposes that: Relationship marketing (RM) is marketing seen as relationships, networks, and interaction. Sheth (1994) defines relationship marketing as: The understanding, explanation, and management of the ongoing collaborative business relationship between suppliers and customers. Sheth and Parvatiyar (1995) view relationship marketing as: Attempts to involve and integrate customers, suppliers, and other infrastructural partners into a firms developmental and marketing activities. An integral element of the relationship marketing approach is the promise concept which has been strongly emphasized by Calonius (1988). According to him, the responsibilities of marketing do not only, or predominantly, include giving promises and thus persuading customers as passive counterparts in the marketplace to act in a given way. A firm that is preoccupied with giving promises may attract new customers and initially build relationships. However, if promises are not kept, the evolving relationship cannot be maintained and enhanced. Fulfilling promises that have been given is equally important as a means of achieving customer satisfaction, retention of the customer base, and long-term profitability. However, some of the scholars have a different perspective of marketing strategy extending its boundaries to affect departments and units of the business. For instance, marketing strategy is viewed as a mechanism that not only guides the SBU in its relationships with its environment, but also influences and shapes its internal structures, processes, and operations (Hambrick, 1980; Miles and Snow, 1978). The Business Dictionary defines marketing strategy as a written plan (usually a part of the overall corporate plan) which combines product development, promotion, distribution, and pricing approach, identifies the firms marketing goals, and explains how they will be achieved within a stated timeframe. Various articles analyze marketing strategies of organisations (e.g. Shaw and Wong 1996; McBurnie and Clutterbuck 1987; Hooley and Lynch 1985; Lai et al. 1992; Siu 2000; and Siu and Liu 2005). Nonetheless, the majority of research concentrates on large firms and few on farmers especially tomato farmers. There are some pertinent questions that need further research. Our investigation sets out to analyze the marketing strategies of tomato farmers in the liberalized economy of Ghana. The specific objectives of study of our study are to: assess the marketing strategies of tomato farmers; establish the viability of the tomato farming; evaluate the impact of technology on profitability in tomato farming. The research also attempts to seek answers to the following questions. What marketing strategies are pursued by tomato farmers? How viable and is tomato farming? What is the impact of technology on profitability in tomato farming? The article is grouped into four main parts. The first part contains introduction including background of the study, the problem statement, objectives of the study and research questions. The relevant literature review and hypotheses are shown in the next section. Method adopted for the study, data and hypotheses testing are found in the third portion of the article. The last segment of the article covers findings, conclusions, and implications for business marketing practice. Thus, H1 Formal Marketing strategies with technology will positively affect tomato farmers profitability. H2 Technology without formal marketing strategies will negatively affect tomato farmers profitability. H3 Informal marketing strategies (head vending, open market display vocal announcement etc.) and lack of Technology will negatively affect tomato farmers profitability. In part as a consequence of structural adjustment, import quotas in Ghana were abolished in 1992 and tariffs for imported agricultural produce have been reduced to 20 percent. As a result, tomato paste imports into Ghana amounted to over 78,000 tons of paste per year of which 12,000 tons were exported after they were repackaged. This suggests domestic tomato paste consumption in Ghana of around 66,000 tons in 2007. Available figures indicate that from 1991 to 2002 the quantity of imported tomato paste rose from 3,600 tonnes to 24,077 tonnes. In addition the value of tomato paste imports also rose from US$5.3 million to US$17.5 million over the same period (Meenakshi, 2006). (Trusty Foods Limited) TFL has alleged that importers use under-invoicing to compete in the Ghanaian tomato paste market and this enables them to command a larger market share. Available evidence suggests that so dramatic has this rise been that Ghana currently ranks second as a destination for imported tomato pas te (Meenakshi, 2006). The import surge has been such that trigger volumes were breached in 2000 and 2002. Major exporters of tomato paste to Ghana from 1999 to 2003 have been Italy (36%), China (16%), USA (8%), Spain (7%), Turkey (7%), Greece (6%), Portugal (5%) and Chile (5%). The quantity of imported tomato paste rose from 3,209 tonnes in 1998 to 24,077 tonnes in 2002. As a result, the potential growth of the domestic tomato sector has been hampered. Elizabeth and Shashi (2010) however think the local industry cannot satisfy the demand for tomatoes. At current market prices for tomato, domestically produced paste typically will not be competitive with imported paste from the EU and China (Elizabeth and Shashi 2010). They find out that Ghana has neither sufficient supply of fresh tomatoes, nor sufficient processing capacity even if production of fresh tomato increased, to supply the market at current demand. Ghana has a total processing capacity of 1200 tons of fresh tomato per day (500 tons at Trusty Foods and Northern Star, and 200 tons at Afrique Link Ltd in Wenchi). They conclude that Ghana would not be able to produce locally all the tomato paste that is currently imported for domestic consumption, using the three existing large processors. Boateng (2011) finds that Ghanas tomato industry has expressed concern about developments in the import of tomatoes and tomato paste. The National Tomato Traders Association (NTTA) has alleged tomato imports from neighbouring Burkina Faso in particular pose a threat to their livelihoods. Morris and Brady (2004) found that many small farmers, increasing profitability may result from the development of non-traditional agricultural enterprises, non-traditional crops, markets, and/or adding value to products may be the key in todays agriculture. Thus the production of different crops, and/or improving some foods, from simply marketing them raw to preparing them in different forms, and therefore adding value to them, appears to be a promising alternative for many growers. In the agricultural sector adding value can contribute to farmers maximisation of their produce, both in quantitative as well as in qualitative terms, while at the same time they benefit commercially. Not agreeing entirely with earlier researchers, Born and Bachmann (2006), realise that adding value to farm produce, while not a panacea to cure existing food-related challenges, can provide some relief, either directly or indirectly to many farmers. In commercial terms, adding value can take place at farmers markets, where farm operators can avoid middlemen and maximise their sales (Kirwan, 2004 and Abel et al., 1999). In this regard, Brunori and Rossi (2000,) found that in some communities, selling directly to consumers allows farmers to employ more family labour and increase the value-added on the farm. Along these lines, Born and Bachmann (2006) indicate that there has been a tremendous growth in adding value to raw agricultural products, and that value-added products can make a positive contribution to the community (Born and Bachmann, 2006). The process of adding-value to foods can be as simple as packaging lettuce or other foods, however, many other forms exist: food processing and marketing (Falk, 2002), distributing, cooking, combining, churning, culturing, grinding, or labelling (Born and Bachmann, 2006). Adding value to foods can increase food variety, as well as food availability, particularly when fruit, vegetables and other food leftovers that otherwise would be discarded are further processed into conserves, pickles, sauces and many other varieties of food products. Fulton (2003) explains that increasingly, farmers are creating producer alliances with other growers and investing in value-added business activities as a marketing strategy. In the study of Hee and Jae-Eun (2011) they found that organic food retailers develop effective marketing strategies emphasizing ecological beauty or product safety to satisfy the values of potential consumers. The study also suggests that these retailers try to change consumers perceptions of higher prices to affordable prices using marketing strategies (e.g. discount, advertisement, new product development), which make consumers believe that they are capable to buy organic personal care products. Organic personal care product retailers attract potential consumers by displaying their products near the organic food sections at a grocery store. Organic personal care product retailers develop combine management activities called co-marketing with organic food product retailers. In addition, food networks is another strategy. Renting et al (2003), realise that some UK supermarkets buy and add value to fresh produce bought from farmers, including in the preparations of fresh salads and pies (Fearne and Hughes, 1999). In this process, consumers are introduced to local produce and presented with the products transformation into meals for their convenience and delight. Despite these proactive efforts by some supermarkets, such as in improving quality and safety standards, or in purchase integration and consolidation (Reardon et al., 2003; Weatherspoon and Reardon, 2003), large supermarkets have also contributed to major negative impacts among small, independent food growers. For example, in some cases supermarkets presence has resulted in the exclusion of small farms (Reardon et al., 2003; Weatherspoon and Reardon, 2003), squeezing and threatening the very existence of this group of food producers. With regard to promotion, print media like teen magazines as well as magazines dealing with sports or animals, represent an appropriate communication channel for directly addressing juveniles (Angelika and Ulrich, 2011). In comparison to the communication channel; television, print media mainly have the advantage of being more affordable (Dammler et al., 2000) for producers of organic products as many of these are small- or medium-sized companies. In general, print media only reach smaller groups of people and their stimulus is less intensive. However, it can be applied efficiently to systematically address target groups with high involvement for particular topics (Dammler et al., 2000). In order to enhance a positive image of organic products furthermore, testimonials, such as celebrities from music, movies, television or sports represent relevant persons of identification were utilized in ads (Blackwell et al., 2006). Communication measures should increasingly encompass those channels that attract customers: chat rooms, weblogs and podcasts. Communication with juveniles is seen as one of the most promising and challenging marketing measures of the future in order to increase their involvement in organic food (Niessen, 2010). In countries with successful domestic tomato processing, the fresh and processed markets may be fully integrated or fully or partially separate. In the US, the fresh and processed markets are completely separate and so tomatoes for each can be considered as separate commodities (Allen 2008). Tomatoes for processing typically have a higher percentage of soluble solids and are grown under contract between growers and processors. This market can be characterised by extremely high yields and low prices. In contrast, fresh tomatoes are sold on the open market and prices are higher (USDA 2009). For example, in 2007, farmers in California were paid as little as 3 cents per pound of processing tomatoes, while nearby heirloom tomatoes were selling for $2.50 per pound at the farm gate (Allen 2008). However, in most developed tomato sectors, tomatoes for processing and the fresh market are somewhat integrated (USDA 2009). For example, in Turkey, tomatoes for processing tend to be grown on small farms with 80% involving contracts between the farmer and the processor prior to planting. In Mexico, most of the countrys processing tomato production is in Sinaloa and so is spatially separated. However, product moves between fresh and processed markets according to relative prices (Cook and Calvin 2005). Pricing Strategies According to Pitt et al. (1997) price management includes a large number of decisions. Firms make decisions regarding price objectives, overall price strategy, structural questions regarding product line and market segment price differentials, the employment of various types of price promotions and discounts, and the establishment of specific price levels for individual products and services. An observation of pricing decisions in many companies in markets and countries around the world suggests that a firms pricing actions have at least four key underlying dimensions. The first of these is the extent to which pricing decisions are cost-based versus market-based. Cost-based pricing finds management placing far more emphasis on covering its own costs than on other determinants of price (e.g. demand conditions, competitive market structures, company marketing strategy, etc.). It typically involves a reliance on some sort of cost-plus, keystone, or target return formula. Market-based pricing is more customer-centred; wherein the principal purpose of price is to reflect the amount of value the customer is getting from the firms total product and/or service offering (Pitt et al, 1997). The second component is concerned with whether pricing is more risk-averse or risk-assumptive. Risk-averse pricing represents a conservative approach. Prices are modified only when absolutely necessary, price levels are kept in close proximity to those of competitors, and the price structure is kept as simple as possible. The main characteristic of the pricing strategy is a reluctance to rock the boat. Risk-assumptive pricing finds managers employing pricing schemes that are more novel, untested, and that have the potential of producing losses in revenue to the firm. However, there is a calculable probability of greater payoff should they succeed (Pitt et al, 1997). Again according to Pitt et al. (1997) the third component emphasizes whether a firms pricing is done in a more reactive or proactive manner. Reactive pricing involves mimicking the price moves of competitors, adjusting prices only after a change in regulations or a new technological breakthrough that radically affects costs, and so forth. Proactive pricing describes the firm that takes a leadership role not only in changing price, but in being the first to introduce new pricing structures and payment schemes. It also reflects more aggressiveness in pricing, as well as speed or quickness in adjusting prices to reflect new opportunities. The fourth underlying component is the extent to which management emphasizes standardization versus flexibility in pricing. Standardization is reflected in a tendency to charge a universal price for ones product or service regardless of the user, the buying situation, or environmental (including competitive) contingencies. Flexibility, alternatively, finds the company varying prices based on segment or user elasticity, time and place of purchase, as well as in response to opportunities for product or service unbundling or bundling, and anticipated or actual moves by competitors, among other factors (Pitt et al, 1997). There may well be other underlying dimensions which characterize a firms pricing behaviour, (e.g. an ethical dimension, although ethics in pricing are not all that well-defined). These dimensions above clearly interact with each other. Thus, being more proactive with ones pricing actions may entail greater risk. The success of firms in virtually all industries is increasingly dependent on their ability to engage in pricing that is market-based, risk-assumptive, proactive, and flexible. We refer to this combination of elements as entrepreneurial pricing (Pitt et al, 1997). Methods The descriptive study was adopted for the purpose of this research. Empirical data in the form of both quantitative and qualitative data was gathered. Tomato farmers whether large scale or subsistence farmers were the target because they produce the tomatoes for consumers and supply the industry with the chief raw material, (tomatoes). Their marketing tactics and level of technology were assessed through questionnaires. Wholesale buyers and sellers (the market queens) form part of the tomato industry because they purchase from the farmers (production unit) and sell to retailers who are in contact with individual consumers. Data from them made the study complete. The Northern Star Tomato Company Limited (NSTC) has a stake in the industry because it also buys tomatoes from the farmers to process them into paste. Information from them also made the findings of the study complete and unbiased. Though very difficult to estimate as the 2010 population and housing census were inaccessible at the time of this research, according to the 2000 census, the region had a population of 920, 089 making it the ninth most populous region in Ghana (Ghana Statistical Service 2000). The major occupations in the region were; agriculture and related workers (66.4%), production and transport equipment workers (14.7%), sales workers, (9.6%), service workers (4.0%) and professional, technical and related workers (3.8%). In all the districts, agriculture and related workers are the single largest occupation. Approximately 611,000 people were farmers. It was difficult to determine the number of tomato farmers from this population. The researchers sampled 260 tomato farmers, 60 tomato traders and 10 workers at the Northern Star Tomato Company Limited (NSTC). Convenience sampling was appropriate for the tomato farmers, wholesale buyers and sellers (the market queens) and the retailers while both convenience and purposive sampling was adopted for the top management of Northern Star Tomato Company Limited (NSTC). Purposive sampling provided us with in-dept information sought after. Thus the top management of the Northern Star Tomato Company Limited (NSTC) was targeted with purposive sampling while the workers sampled conveniently. Research Instruments Apart from questionnaires that gathered data from the tomato farmers, wholesale buyers and seller (the market queens) and retailers, semi-structured in-depth interview was suitable for the workers of Northern Star Tomato Company Limited (NSTC). Literature review also deeply explored into the marketing strategies of the tomato industry in the Upper East Region of Ghana. Both open and closed ended questions form the questionnaires. There were two different sets of questionnaires for the farmers, the wholesale buyers and sellers. The first part of the questions generally boarded on demographics of tomato farmers and traders. The last two sections sought to measure the marketing skills and level of technology of the farmers. These were interviewer administered because many of the respondents were illiterates. Questions were even interpreted in to the language understood by the respondents. On the other hand, those who were able to read and answer the questions were self-administered. Likert scale was adapted to measure opinions on Marketing strategies and level of technology of tomato farmers. Thus opinions were measured with 5-point scales ranging from 1 (total disagreement) to 5 (total agreement). For the management of the Northern Star Tomato Company Limited (NSTC), an in-depth interview was appropriate as this enabled the researchers to probe deep for rich data. With an interview guide and the 5-point scales ranging from 1 (total disagreement) to 5 (total agreement), data collected with this tool was effective and successful. The target population was served with introductory letters from the Department marketing and Corporate Strategy Kwame Nkrumah University of Science and Technology (KNUST). This and the professional approach by the researchers, assured respondents of their confidentiality. Averagely, detail data was willingly given for the success of the study. Ethics of Torture and Preventive Detention Discuss the ethical implications of preventive detention and interrogation tactics. Preventive detention is a pretrial detainment without the right to bail of a person accused or suspected of a crime and assumed to pose a danger to society. This type of detention can apply to political prisoners, alleged terrorists, those seeking asylum, and does not always result in a trial. Detention involves keeping people in confined conditions, often behind razor wire and electric fencing. The increase in human rights abuses, and a lack of due process occurring in immigration centers, gives authorities the power of preventive detention without trial on the basis of suspicion alone. Guantanamo Bay, for example, was once a detention center for refugees. Since September 11, 2001, it has become a detention center for suspected terrorists, some of whom have been detained without charges for years. Human rights and ethics abuses have been documented in Guantanamo Bay because of the hidden public scrutiny and lack of accountability. The human rights issue is how a terrorist is defined . In the US during the cold war, anyone who opposed the government was deemed an enemy of the state, and was legislated in the Allen Registration Act of 1940. During the 1940s and 1950s, people were executed in the US for simply refusing to name fellow communists (Doerr-Zegars, Hartmann, Lira Weinstein, 1992). Critics of this type of detention claim that just by supporting Al Qaeda or the Taliban may make a person dangerous, but it is not a mental illness. No one states that Al Qaeda members are not able to control their behavior, or are treated through psychiatric treatment. In their minds, preventive detention is an unnecessary and dangerous expansion of government power and because of this the Guantanamo Bay detainees should be charged or released. The word torture needs to be put in a context of ethics as it relates to interrogation techniques. Water boarding is an awful technique, but it is much different than mutilation with drills, rape or forcing a suspect to watch their family tortured, putting hummus in a mans anus, forcing suspects to stand on broken feet, and playing detainees songs at loud volumes on repeat. Ethical morality involves a balance of ends and means. It is pertinent to consider that there are benefits from these interrogation techniques. Critics of interrogation tactics must answer critical questions such as if by performing these activities such as water boarding, and we may be able to elicit information that would stop a massive attack on an American city, would it then be considered feasible. Or, if by doing so, we can save a thousand innocent lives? Ten thousand? What about if we knew of a possible strike on American soil and the only way to prevent such an attack was by using unethical interrogation t echniques?, would preventing such devastation be worthy of a green light to do so? The Democratic members of Congress think so. Physical torture and manipulation will successfully produce intelligence information and confessions. To some, the harsh methods of torture and interrogation lack a value that proves costly to criminal justice efforts to provide security and solve crimes. Individuals who undergo long periods of torture have been shown to exhibit considerable long-term effects of PTSD which is considered a human rights violation. Human rights law recognizes that certain rights may be suspended by governments during a time of public emergency which threatens the life of the nation and the existence of which is officially proclaimed.(p.365, 2008) The ethical implications used by interrogation methods are ones that depend on the definition of ethics. If saying the ends justifies the means then ethics must have a place in the issues that surround interrogation. Ethics are defined as value, belief, principle and convictions that a group of people hold to be a noble part of life and strive to practice every day (Sheikh, MacIntyre Perera, 2008). Interrogation by itself is on no way an ethical process and the attempts to introduce ethics into interrogation methods would require that the purpose of interrogation and detention would need to be redefined. Children in Malouf Essay -- essays research papers

Children take center stage in a lot of maloufs stories, but the memory of childhood is a deeper, more resonant thread throughout this collection. Pre – adolescence, particularly the ages of nine or ten, carries enormous weight in the writer’s imagination. The light from his Brisbane childhood often illuminates his narrative, and the remembered landscape often illuminates his narrative, and the remembered landscape fills in the background, but it is the child’s worldview that is the dominant concern. Malouf has talked about â€Å" the kind of fluidity of your perceptions at that time which are mostly un-judgmental†, although he acknowledges the incredible strength with which convictions are held. In Toni Morrisons’ novel, Beloved, the main character Sethe, is a former slave who chooses to kill her baby girl rather than allowing her to be exposed to the physically, and emotionally damaging horrors of a life spent in slavery. There is no other way to say it: she murdered her child. By killing her child, so dear to her heart, the question arises whether Sethe acted out of true love or selfishness. The fact that Sethe's act is irrational can easily be decided upon. Does Sethe kill her baby girl because she wants to save the baby from slavery or does Sethe end her daughter's life because of a selfish refusal to reenter a life of slavery? By examining the complexities of Sethe's character it can be said that she is a woman who chooses to love her children but not herself. Sethe kills her baby because, in Sethe's mind, her children are the only good and pure part of who she is and must be protected from the cruelty and the "dirtiness" of slavery~(Morrison 251In this respect, her act is that of love for her children. The selfishness of Sethe's act lies in her refusal to accept personal responsibility for her baby's death. Sethe's motivation is dichotomous in that she displays her love by mercifully sparing her daughter from a horrific life, yet Sethe refuses to acknowledge that her show of mercy is also murder. Throughout Beloved, Sethe's character consistently displays the duplistic nature of her actions. Not long after Sethe's reunion with Paul D. she describes her reaction to School Teacher's arrival: "Oh, no. I wasn't going back there[Sweet Home]. I went to jail instead"~(Morrison 42) Sethe's words suggest that she has made a moral stand by her refusal to allow herself and her children to be dragged back into the evil of slavery. From the beginning, it is clear that Sethe believes that her actions were morally justified. Symbolism in Fahrenheit 451 by Ray Bradbury Essay -- Fahrenheit 451 R

Ray Bradbury’s satire, Fahrenheit 451, is a novel full of symbols criticizing the modern world. Among those symbols appears The Hound. The Hound’s actions and even its shape are reflections of the society Bradbury has predicted to come.   Ã‚  Ã‚  Ã‚  Ã‚  Montag’s world continues on without thought; without any real reason. There is no learning, no growth, and no purpose. â€Å"The Mechanical Hound slept but did not sleep, lived but did not live in its gently humming, gently vibrating, softly illuminated kennel back in the dark corner of the firehouse'; (24), wrote Bradbury to describe this hound. Like the hound, society was alive yet dead as well, drudging through life; mindless. The Hound was a programmed robot that didn’t thing on its own; that only acted as it was told. Buddhism from a Philosophical Standpoint

When one attempts to put religion under the inquiry of philosophy, there is an important thing that must be clarified. One must be aware that philosophy is both a science of systematic thinking and a way of life. As a science, philosophy explores the ultimate causes and purposes of all things that exist. It entails adherence to rigorous logic and impassioned critique of nearly all things that may be put into question. Which is why, it is a strict rational science (if not the most rigorous one).However, one needs to equally remember that philosophy can also pertain to a principle about life, or a life-influencing belief system. To be sure, this second notion of philosophy enjoys more usage than the previous one nowadays. For instance, many self-help books promising to teach people new philosophies to help them emerge successful in life end up in bookstores as top-sellers and/or top-grosser. One can call both of them – the philosophic inquiry into things and the less rigorous ad herence to some principles about life – as philosophies in their own respects.Studying religion from a philosophical standpoint entails an inquiry figuring in two levels as well. Religion must be seen both as a subject that can be assessed, and a way of life that has to be lived. As an object of philosophic inquiry, religion must be evaluated according to the tenets it holds or the doctrines it teaches. As a way of life, religion must be seen in the context of ritual or ethical practices stemming from a belief system. Thus, in studying religion, one is able to gather philosophical analyses from certain practices and beliefs.In a way, it is the result of combining the two basic understandings of philosophy into a single framework. Rationale and Methodology The aim of this paper is to present Buddhism from the standpoint of philosophy. This means that some of the basic questions that philosophy asks shall be answered in the light of what Buddhism teaches. What could those basic questions be? First, there is a question about ontology. Under this specific inquiry, one looks at how Buddhism perceives all things that exist.Next, there is cosmology; an inquiry which enables one to ask: how does Buddhism understand the world? Other concerns include anthropology (read: how do they understand man? ) and ethics (read: how do they assess what could be morally acceptable or not). But ultimately, since Buddhism is acknowledged as one of the major religions of the world right now, a philosophic inquiry should include exploring their basic notions about God; and thus, theology. After all, religion is essentially about a â€Å"belief in Spiritual Beings† (McCutcheon, 2007, p.22) translated most frequently into a belief in a kind of God. Buddhism: History and Core Doctrines Buddhism is a religious movement which started approximately 500 years before Christ (Griffiths, 1997, p. 15). It first spread across most of the Indian peninsula, only to be dispersed outside the region later on. At present, its influence is embraced not just by Indians but also by those coming from countries which comprise the South and South East Asia region, a few areas in Japan and some provinces of China.It needs to be mentioned that Buddhism is a religious phenomenon characterized by diversity in forms and practices. Buddhism, says one author, is a â€Å"very differentiated† religion (Griffiths, 1997, p. 5). One may not find the same strain of Buddhism found, say, in South East Asia, and another one coming from, say, a southern province of India. Right now, there are a myriad of groups claiming to adhere to a unique practice of Buddhism on their own. In effect, it makes Buddhism a kind of religion that seems neither to teach nor require uniformity of doctrines from all its adherents.Buddhism is a religion that draws heavily from the inspiration lent by its recognized founder, Gautama Sakayamuni (later on to become Gautama Buddha) – a person who exempl ified for them a life of total freedom and perpetual meditation in order to arrive at an utterly blissful state called Nirvana. By and large, it is about an adherence to a lifestyle that seeks authentic enlightenment; and not about a longing for the Transcendent which most religions of the world are concerned with. For this reason, some thinkers are entertaining the idea that Buddhism is, after all, â€Å"not a religion but a way of life† (Humphreys, 1997, p.13). Buddhism, as many authors have noted, is a movement associated not so much with a set of doctrinal teachings as a â€Å"body of teachings with spiritual benefits† (Williams, 1989, p. 2). In fact, many Buddhism-inclined literatures encompass teachings not really about religious worship, but about way of living, ritual practices, devotional meditation (Mitchell, 2002, p. 1), among others. Owing much from the teachings which Gautama Buddha has left, Buddhism teaches that life is in a state of perpetual quest for enlightenment marked by a feeling of constant dissatisfaction (Williams, 1989, p.34). Buddha himself was a testament to this. After leaving home at an early age, Gautama ventured on a life-journey to seek for enlightenment; a precious state he could not seem to find in the world as he got to know it. As he tried to quell the gripping loneliness and instinctive drive to satisfy pleasures, Gautama sought answer and solace through meditation. His meditation led him to see that impermanence, dissatisfaction and a fluid sense of self constitute the basic truths of reality (Williams, 1989, pp.34-36). He further taught that a human person is really nothing, but only takes form as someone constituted by five different â€Å"aggregates† namely, â€Å"form (material constitution), sensation, perception, mental formations and consciousness† (Williams, 1989, p. 37). One should now that one of the chief elements that defines the uniqueness of Buddhism lies in how they consider all things to be illusory, since they subscribe to the idea that â€Å"things are not what they seem† (Griffiths, 1997, p. 20).Some of their other teachings about life include the following: value for the principle of moderation, belief in Karma and perpetual recurrence of everything that exists, belief in life’s four noble truths (life is suffering, the cause of suffering is cravings for pleasure, freedom from suffering is temperance from pleasures, and a way to stop suffering is by following the eight-fold path), and the practice of the noble eight-fold paths (right view, right intention, right speech, right action, right living, right conduct, right mindfulness and right concentration) in one’s life (Mitchell, 2002, pp. 45-47). A Philosophical AnalysisJudging from the ideas raised in the Introduction of this work, it is clear that one must consider Buddhism a type of philosophy – that is, as a way of life. Many authors have already proceeded to claim that this particular religious phenomenon is chiefly characterized by the numerous practical precepts which serve as guides towards an enlightened living. It is good to note that Buddhism, pretty much like philosophy, is concerned with the pursuit of enlightenment or truth. An enlightened self – immortalized perhaps in Western Philosophy by Plato’s Allegory of the Cave – is surely the goal why one enters into philosophical discourses.In so far as Buddhism offers its own distinct ways to attain enlightenment as well, it is therefore with good reasons that one should classify this religion as philosophical in many ways. Buddhism however does not stop at stipulating suggestions for right living alone. As a system of belief, it also offers perspectives about the whole of reality. Like philosophical discourses, Buddhism is a belief system that speaks of its perspective about the ultimate realities like human existence, cosmology, human knowledge, ontology and theology.Sur ely, there is a need to look into these briefly Buddhism’s take on reality encourages an attitude of detachment on account of a belief that â€Å"everything is impermanent† (Griffiths, 1997, p. 16), and therefore in a state of constant flux. Much of Buddhism’s view about reality rests on the belief that the world is full of ‘diversity’, and the more is able to ‘reveal’ or appreciate it, the closer is one to the truth about the ever passing universe (Williams, 1989, p. 3).This idea is interestingly shared by an ancient Western philosopher that went by the name Heraclitus, who taught that â€Å"fire†- an element in a perpetual state of movement – is the basic element that constitutes reality. Buddhism, one need to remember, is not so much concerned with the rigorous definition of reality. But in so far it embraces an attitude of non-attachment in relating to all things, Buddhism has to anchor this belief system on a formidab le reason – that one’s attachment over things is futile given the fact that all things pass away.In fact, most of what Buddhism teaches is drawn from this ontological belief; and this doctrine of impermanence must be seen as a recurrent theme in its whole system of perspective. As far as Epistemology is concerned, the doctrine of impermanence is also maintained. Buddhism teaches that nothing can be known with exact certitude because all things are ephemeral and thus, as mentioned a while ago, â€Å"they are not what they seem† (Griffiths, 1997, p. 19). Everything is subject to change and passes away.Thus, one may not arrive at a definitive knowledge about things at all. Which is why, Buddha maintained that â€Å"dissatisfaction† is a constant theme that defines the feelings of all who search for knowledge or truth (Mitchell, 2002, p. 33). No one is able to know what reality is; and its appearance is often misleading. One may notice that this epistemology is actually consistent with Buddhism’s anthropology, or, its understanding of human nature. If one checks the teachings of Buddha about man, one can clearly see the doctrine of impermanence as patent in it too.Buddha believes that human nature is nothing but a constitution of events called materiality, sensation, conceptualization, volition and consciousness (Griffiths, 1997, p. 20). This type of anthropology views man not as an existing individual substance (which most of Western Philosophy have understood what human nature is), but an â€Å"impermanent self† constituted by personal events (Griffith, 1997, p. 20). Cosmology for Buddhism follows the same line of logic. Constant flux is patent in its belief that the world follows a rhythm of birth and rebirth, of cycle and current, of existence and passage.The bulk of Buddhism’s teachings therefore solemnly enjoin its adherents to develop an attitude of detachment. Anchored on a belief that nothing in this world ever remains the same over a period of time, Buddhism points that the path towards Nirvana – or ultimate sense of bliss – lies in a state of total freedom from what this world actually offers. Lastly, it is quite interesting to point out that Buddhism rarely engages in a question about the ultimate reality or God. Broadly speaking, the whole philosophy of impermanence is at odds with a concept of deity.The general theory about God stipulates that ‘It† is a Supreme Being defined by eternality, omniscience, omnipotence and changelessness. In a belief system where the central truth about reality rests on the ephemeral nature of all things, the concept of God is really something hard to conceive (Griffiths, 1997, p. 22). How can there be such a Being when the general characteristic of all things – supposedly including God – is change and flux? More importantly, one can ask: how can one consider Buddhism a religion at all if one is not willing to r econcile its theology with its ontology?Griffith believes that the metaphysics of impermanence makes Buddhism deny the existence of God all together (Griffith, 1997, p. 23). But the image of Buddha as the exemplification of their quest for a transcendent end, translated in Nirvana, is perhaps the only figure of deity Buddhism actually posses. Conclusion Buddhism is both a philosophy and a religious movement. As a philosophy, it offers its adherents a way of life observed in a tradition marked by meditation, introspection, constant purgation of desire and an unending quest for enlightenment.As a religious movement, it is concerned with the pursuit of â€Å"transcendent ends† (Slater, 1978, p. 6) they call Nirvana. Buddhism offers its own understanding of reality too. Its doctrines are highly influenced by the teachings of its founder Gautama Buddha. In this paper, it has been noted that their belief system can also be evaluated under the categories which Western philosophy use s – metaphysics, epistemology, cosmology, anthropology and theology.These aspects are given meaning by a pervading concept of impermanence and dissatisfaction. Buddhism draws largely from a belief that everything in the world is impermanent, and that all people are enjoined to meet it with an attitude of detachment and self-control. Human rights are thus conceived as universal (applicable everywhere) and egalitarian (the same for everyone). These rights may exist as natural rights or as legal rights, in both national and international law. The doctrine of human rights in international practice, within international law, global and regional institutions, in the policies of states and in the activities of non-governmental organizations, has been a cornerstone of public policy around the world.Many of the basic ideas that animated the human rights movement developed in the aftermath of the Second World War and the atrocities of The Holocaust, culminating in the adoption of the Universal Declaration of Human Rights in Paris by the United Nations General Assembly in 1948. The ancient world did not possess the concept of universal human rights. Ancient societies had â€Å"elaborate systems of duties†¦ conceptions of justice, political legitimacy, and human flourishing that sought to realize human dignity, flourishing, or well-being entirely independent of human rights†.The modern concept of human rights developed during the early Modern period, alongside the European secularization of Judeo-Christian ethics. The true forerunner of human rights discourse was the concept of natural rights which appeared as part of the medieval Natural law tradition that became prominent during the Enlightenment with such philosophers as John Locke, Francis Hutcheson, and Jean-Jacques Burlamaqui, and featured prominently in the political discourse of the American Revolution and the French Revolution.The Universal Declaration of Human Rights (UDHR) was adopted by the United Nations General Assembly in 1948, partly in response to the atrocities of World War II. Although the UDHR was a non-binding resolution, it is now considered by some to have acquired the force of international customary law which may be invoked in appropriate circumstances by nati onal and other judiciaries. The UDHR urges member nations to promote a number of human, civil, economic and social rights, asserting these rights as part of the â€Å"foundation of freedom, justice and peace in the world. The declaration was the first international legal effort to limit the behaviour of states and press upon them duties to their citizens following the model of the rights-duty duality. The right to food, and its variations, is a human right protecting the right for people to feed themselves in dignity, implying that sufficient food is available, that people have the means to access it, and that it adequately meets the individual's dietary needs. The right to food protects the right of all human beings to be free from hunger, food insecurity and malnutrition.The right to food does not imply that governments have an obligation to hand out free food to everyone who wants it, or a right to be fed. However, if people are deprived of access to food for reasons beyond thei r control, for example, because they are in detention, in times of war or after natural disasters, the right requires the government to provide food directly. Right to Food and right to be free from hunger are the human rights which are protected under various international human rights and humanitarian laws.Right to food is explicitly mentioned in the Article 25(1) of the Universal Declaration of Human Rights 1948; and the Article 11 of International Covenant on Economic, Social and Cultural Rights, 1966. It is also recognised in the Convention on the Rights of the Child 1989 and the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW). Right to food of indigeneous people is implicit in the ILO Convention No-169 which is approved by 17 countries. Approximately 20 countries in the world have incorporated the Right to Food for their people. THE CONCEPT OF FOOD SECURITYWorld Development Report (1986) defined food security as â€Å"access by all people at all times to enough food for an active, healthy life. According to Food and Agricultural Organisation (FAO) of the UNO, â€Å"Food security exists when all people at all times have access to sufficient and nutritious food to meet the dietary needs and food preference for an active and healthy life. † Staatz (1990) defined food security as â€Å"The ability to assure, on a long term basis, that the food system provides the total population access to a timely, reliable and nutritionally adequate supply of food. Thus food security may be of short-term or sustainable. In case of short-term food security we consider food security of the present population only. But in case of sustainable food security we consider the food security not only of the present generation but also of the future generation as well. According to Swaminathan, â€Å"Sustainable food security means enough food for everyone at present plus the ability to provide enough food in future as well. † In the long-run sustainable food security is very important. ELEMENTS OF FOOD SECURITY Food security is a state of being.Like literacy or good health, food security is a state that everyone wants to enjoy. Governments have decreed that every person has an inalienable right to food. The fundamental purpose of economic activity is to ensure adequate access to food for oneself and one’s family. The primacy of food security as an objective for human activity is reflected in the frequency with which the term â€Å"food security† appears in UN declarations and NGO advocacy efforts. The World Trade Organisation (WTO) Agreement on Agriculture acknowledges the legitimacy of food security concerns.South Africa, Brazil and Norway have all enshrined the right to food in law. There are basically three principle elements of Food Security. These are: Supply: Global food production has by and large kept up with or exceeded demand over the past century. The application of new technologies to agriculture, including mechanized vehicles to till, plant and harvest crops; improved seed and breeding stock; and the use of herbicides, pesticides and inorganic fertilizers, has vastly increased productivity.At the same time , one third or more of agricultural land used to be dedicated to growing fuel (wood to burn) or feed for the animals that provide muscle for transportation and production (hay for horses and oxen). Much of that land is now available to grow food for humans instead, adding to the total overall supply. Distribution: Distribution depends on such things as markets, transportation, infrastructure, relative purchasing power and the source and nature of the supply.Where the food is traded commercially , the volume and type of food traded is related to purchasing power and the ease with which the trader can reach a market. Access: Food security is about individuals , families and communities, not about regional and national aggregates. That is why, supply is only one piece of the food security puzzle. Only rarely does a whole country face hunger or famine. Rather, when the food supply is insufficient, those with greater purchasing power get food while those without sufficient income or entitlement go hungry.CONSTITUTIONAL PROVISIONS FOR ENSURING FOOD SECURITY In India there is a deeply rooted tradition of respect for food – it stresses the importance of growing and sharing food. Sharing or offering food is a universal tradition shared by all religious entities that have roots in the Indian soil. Accordingly, in 1950, India adopted a very progressive Constitution aimed at ensuring all its citizens social, economic and political justice, equality, and dignity. Therefore any law to be valid in Indian Territory must be within the constitutional framework.Like in many countries of the World the â€Å"The Right to Food† in Indian Constitution is not recognized as a â€Å"Fundamental Right†. Therefore, there is no constitutional m andate to have a claim over it. Regarding right to food, one has to look for relevance in Article 21 of the Constitution, entitled â€Å"Protection of life and personal liberty† and Article 47 â€Å"Duty of the state to raise the level of nutrition and the standard of living [†¦]† as well as in judicial interventions of the Supreme Court and various Acts, which have cumulatively strengthened the right to food in India.Knowing the constitutional and legislative framework in India regarding the right to food is crucial for identifying right to food violations and supporting victims in realizing their right to food. Indian Constitution Part III, Article 21 â€Å"Protection of life and personal liberty – No person shall be deprived of his life or personal liberty except to procedure established by law. † The phrases â€Å"Protection of life† and â€Å"personal liberty† have called several times for interpretation. A series of judicial inter ventions and interpretations have deepened the normative content of this fundamental right.Indian Constitution Part IV: Directive Principles The right to food or in general the economic, social, and cultural rights are defined in Part IV of the Constitution as Directive Principles of State Policy, which are guidelines to the central and State Governments for framing laws and policies. The provisions are not enforceable by any court, but the principles laid down therein are considered as fundamental in the Governance of the country. There are several Articles under the Directive Principles offer remote relevance for the right to food, but the clearest statement regarding the right to food is provided by Article 47.Article 47:   Duty of the State to raise the level of nutrition and the standard of living and to improve public health. The State shall regard the raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties and, in particular, the State shall endeavor to bring about prohibition of the consumption except for medicinal purposes of intoxicating drinks and of drugs, which are injurious to health.Putting together Article 21 and 47 and various interpretations of the Supreme Court of one can safely say that the Government of India has a constitutional obligation to take appropriate measures to ensure a dignified life with adequate food for all citizens. The right to food can be regarded as a fundamental right by virtue of interpretation. NATIONAL MEASURES TO ENSURE FOOD SECURITY There has been a continous appeal to the Government for passing a legislation on food security.The government is likely to accept most of the recommendations of Sonia Gandhi-led National Advisory Council (NAC) on the proposed food security law despite warnings that the suggestions would add to subsidy burden, increase dependence on imports and distort the country's food economy. The food ministry has s et out plans that are in line with the NAC's proposal to widen the scope of the legislation, which seeks to provide legal guarantee of subsidised grains to the poor.Several experts have warned that the NAC recommendations would force the government to substantially raise its grain procurement, which in turn would lead to a larger subsidy burden on its already stretched finances. The council had proposed legal subsidised food entitlements for at least 72% of the country's population in Phase-I by 2011-12. The NAC had also proposed legal subsidised food entitlements for 75% of the country's population, covering the ‘priority' (below the poverty line) and ‘general' (above the poverty line) households, in Phase-II by 2013-14. National Food Security Bill, 2011The government has introduced the much anticipated National Food Security Bill — a legislation aimed at shoring up the UPA's support base — in Parliament. The â€Å"landmark social legislation† will guarantee grain at extremely cheap rates to more than half of the population. Food minister KV Thomas, who introduced the bill in the Lok Sabha amid thumping of desks by Congress members led by party president Sonia Gandhi, said that it would ensure that all Indians â€Å"live a life with dignity†. The bill marks a shift in approach to the problem of food security — from the current welfare paradigm to a rights-based approach.The proposed legislation confers eligible beneficiaries the legal right to receive grain at highly subsidised prices. The National Food Security Bill, 2011, considered to be the world's largest experiment in ensuring food security to poor, has been a key project of Congress president Sonia Gandhi. The bill brings under its purview 63. 5% of the country's population —75% of rural households and 50% of urban households. The bill classifies all entitled households as â€Å"general† and â€Å"priority†. At least 46% of rural house holds and 28% of urban households would be designated as â€Å"priority†.Every person belonging to a â€Å"priority household† will be provided with 7kg of grain per month, comprising rice, wheat and coarse grain. Rice will be provided at Rs 3, wheat at Rs 2 and coarse grain at Rs 1 per kg. Others belonging to the â€Å"general category† would be entitled to not less than 3kg of grain per month at a rate not exceeding 50% of the minimum support price. Once passed, the food subsidy bill is expected to rise to Rs 95,000 crore. Initial estimates pegged the increase in subsidy at nearly Rs 28,000 crore.However, on Thursday, the government made a downward revision of the additional burden on the central government — between R 21,000 crore to R 23,000 crore. The bill's financial memorandum estimates the total annual expenditure on food subsidy under the targeted public distribution system at about Rs 79,800 crore. â€Å"The estimate of food subsidy is however dependent, among other things, upon economic cost, central issue of price of grain, number of beneficiaries covered and quantities of grain allocated and lifted, and therefore subject to change with changes in any or all of the variables affecting food subsidy,† the memorandum states.Experts maintain that the annual increase would be to the tune of Rs 27,500 crore. However, Thomas said â€Å"an additional amount of not more than about Rs 20,000-21,000 crore annually would be required by way of subsidy. † The minister argued since the food bill merges many ongoing programmes meant for women, children and the poor, there would be no additional financial burden. The total financial liability to implement the law is expected to be Rs 3. 5 lakh crore, with funds being required to raise agriculture production, create storage space and publicity.A sum of roughly Rs 1,11,000 crore would be required to boost farm output with grain requirement increasing, on account of this inter vention, from 55 million tonne to 61 million tonne annually. Thomas stressed that â€Å"this Rs 1,10,600 crore is not an additional burden. We need to invest in agriculture to boost production anyway†. The proposed law entitles every pregnant woman and lactating mother to meal free of cost during pregnancy and six months after childbirth. Cash benefits of Rs 1,000 per month to meet increased food requirements of pregnant women would be provided for the first six months of pregnancy.At Rs 1,000 per month and covering 2. 25 crore women, an expenditure of nearly Rs 13,500 crore has been estimated. This will be borne by the central government and the states. Schemes to Ensure Food Security: There are also certain central food schemes and other assistance programmes for the poor in India. These are: * Targeted Public Distribution System; * Antyodaya Anna Yojana; * Mid-day meal scheme; * Annapoorna Yojana; * Integrated Child Development Services; * National family benefit scheme; * National maternity benefit scheme; and National old age pension scheme. The Public Distribution System (PDS) Public Distribution System (PDS) is an Indian food security system. Established by the Government of India under Ministry of Consumer Affairs, Food, and Public Distribution and managed jointly with state governments in India, it distributes subsidised food and non-food items to India's poor. Major commodities distributed include staple food grains, such as wheat, rice, sugar, and kerosene, through a network of Public distribution shops (PDS) established in several states across the country.Food Corporation of India, a Government-owned corporation, procures, maintain and issue food grains to the state. Distribution of food grains to poor people throughout the country are managed by state governments. As of date there are about 4. 99 lakh Fair Price Shops (FPS) across India. Annapoorna Yojana This scheme was started by the government in 1999-2000 to provide food to senior citi zens who cannot take care of themselves and are not under the targeted public distribution system (TPDS), and who have no one to take care of them in their village.This scheme would provide 10  kg of free food grains a month for the eligible senior citizens. The allocation for this scheme as off 2000-01 was Rs 100 crore. Antyodaya Anna Yojana Antyodaya Anna Yojana (AAY) is an Indian government sponsored scheme for ten millions of the poorest families. It was launched by NDA government in December 2000. It is on the lookout for the ‘poorest of the poor' by providing them 35 kilos of rice and wheat at Rs. 2 per kg. Mid-Day Meals Scheme The Midday Meal Scheme is the popular name for school meal programme in India which started in the 1960s.It involves provision of lunch free of working days. The key objectives of the programme are: protecting children from classroom hunger, increasing school enrollment and attendance, improved socialization among children belonging to all caste s, addressing malnutrition, and social empowerment through provision of employment to women. The scheme has a long history, especially in the state of Tamil Nadu. The scheme was introduced statewide by the then Chief Minister K. Kamaraj in the 1960s and later expanded by the M. G. Ramachandran government in 1982.It has been adopted by most Indian states after a landmark direction by the Supreme Court of India on November 28, 2001. The success of this scheme is illustrated by the tremendous increase in the school participation and completion rates in Tamil Nadu. Status of the Food Schemes in India The framework of the right to food is one of the basic economic and social rights that are essential to achieve the â€Å"economic democracy† without which political democracy is , at best, incomplete. The right to food is nowhere being realized in India.The schemes introduced by the Government are well designed, yet their implementation has been poor. In India, food security exists at the macro level in terms of physical access to food. Economic access is far from satisfactory, both at the micro as well as the macro level. The statement that economic access to food is far from satisfactory is confirmed by the fact that a significant proportion of the society lives in poverty and is malnourished. This section of the society is underprivileged and has less voice. INTERNATIONAL INSTRUMENTS TO ENSURE FOOD SECURITYThe right to food imposes on all States obligations not only towards the persons living on their national territory, but also towards the populations of other States. These two sets of obligations complement one another. The right to food can only be fully realized where both ‘national’ and ‘international’ obligations are complied with. CONSTITUTION OF FAO, 1965 Preamble The Nations accepting this Constitution, being determined to promote the common welfare by furthering separate and collective action on their part for the purpos e of: raising levels of nutrition and standards of living†¦ and thus†¦ nsuring humanity's freedom from hunger. WORLD FOOD SUMMIT PLAN OF ACTION, 1996 Commitment Seven We will implement, monitor and follow-up this Plan of Action at all levels in cooperation with the international community. Objective 7. 4 To clarify the content of the right to adequate food and the fundamental right of everyone to be free from hunger, as stated in the International Covenant on Economic, Social and Cultural Rights and other relevant international and regional instruments, and to give particular attention to implementation and full and progressive realization of this right as a means of achieving food security for all.To this end, governments, in partnership with all actors of civil society, will, as appropriate: a. Make every effort to implement the provisions of Article 11 of the International Covenant on Economic, Social and Cultural Rights (the Covenant) and relevant provisions of other i nternational and regional instruments; b. Urge States that are not yet Parties to the Covenant to adhere to the Covenant at the earliest possible time; c. Invite the Committee on Economic, Social and Cultural Rights to give particular attention to this Plan of Action in the framework of its activities and to continue to monitor the mplementation of the specific measures provided for in Article 11 of the Covenant; d. Invite relevant treaty bodies and appropriate specialized agencies of the UN to consider how they might contribute, within the framework of the coordinated follow-up by the UN system to the major international UN conferences and summits, including the World Conference on Human Rights, Vienna 1993, within the scope of their mandates, to the further implementation of this right; e.Invite the UN High Commissioner for Human Rights, in consultation with relevant treaty bodies, and in collaboration with relevant specialized agencies and programmes of the UN system and appropri ate intergovernmental mechanisms, to better define the rights related to food in Article 11 of the Covenant and to propose ways to implement and realize these rights as a means of achieving the commitments and objectives of the World Food Summit, taking into account the possibility of formulating voluntary guidelines for food security for all. UNIVERSAL DECLARATION OF HUMAN RIGHTS, 1948Article 25 Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food†¦ INTERNATIONAL COVENANT ON ECONOMIC, SOCIAL AND CULTURAL RIGHTS, 1966 Article 11 1. The States Parties to the present Covenant recognize the right of everyone to an adequate standard of living for himself and his family, including adequate food.  · The States Parties will take appropriate steps to ensure the realization of this right, recognizing to this effect the essential importance of international cooperation based on free consent. 2.The States Parties to the present Covenant, recognizing the fundamental right of everyone to be free from hunger, shall take, individually and through international cooperation, the measures, including specific programmes, which are needed: a. To improve methods of production, conservation and distribution of food by making full use of technical and scientific knowledge, by disseminating knowledge of the principles of nutrition and by developing or reforming agrarian systems in such a way as to achieve the most efficient development and utilization of natural resources; b.Taking into account the problems of both food-importing and food-exporting countries, to ensure an equitable distribution of world food supplies in relation to need. Article 2 1. Each State Party to the present Covenant undertakes to take steps, individually and through international assistance and cooperation, especially economic and technical, to the maximum of its available resources, with a view to achieving progressively the fu ll realization of the rights recognized in the present Covenant by all appropriate means, including particularly the adoption of legislative measures.UNITED NATIONS CONVENTION ON THE RIGHTS OF THE CHILD, 1989 Article 24 1. States Parties recognize the right of the child to the enjoyment of the highest attainable standard of health and to facilities for the treatment of illness and rehabilitation of health. States Parties shall strive to ensure that no child is deprived of his or her right of access to health care services. 2. States Parties shall pursue full implementation of this right and, in particular, shall take appropriate measures: c. o combat disease and malnutrition, including within the framework of primary health care, through, inter alia, the application of readily available technology and through the provision of adequate nutritious foods. d. to ensure that all segments of society, in particular parents and children, are informed, have access to education and are suppor ted in the use of basic knowledge of child health and nutrition. Article 27 States Parties, in accordance with national conditions and within their means†¦ shall in case of need provide material assistance and support programmes, particularly with regard to nutrition.Apart from these the Right to Food has also been recognized in many specific international instruments as varied as the 1948  Genocide Convention  (Article 2), the 1951 Convention relating to the Status of Refugees  (Articles 20 and 23),  the 1989  Convention on the Rights of the Child  (Articles 24(2)(c) and 27(3)), the 1979  Convention on the Elimination of All Forms of Discrimination Against Women  (Articles 12(2)), or the 2007Convention on the Rights of Persons with Disabilities  (Articles 25(f) and 28(1)). JUDICIAL INTERPRETATIONS 1.KISHEN PATTNAYAK VS. STATE OF ORISSA, In this petition, the petitioner wrote a letter to the Supreme Court bringing to the court’s notice the extreme pover ty of the people of Kalahandi in Orissa where hundreds were dying due to starvation and where several people were forced to sell their children. The letter prayed that the State Government should be directed to take immediate steps in order to ameliorate this miserable condition of the people of Kalahandi. This was the first case specifically taking up the issue of starvation and lack of food.In this judgement, the Supreme Court took a very pro-government approach and gave directions to take macro level measures to address the starvation problem such as implementing irrigation projects in the state so as to reduce the drought in the region, measures to ensure fair selling price of paddy and appointing of a Natural Calamities Committee. None of these measures actually directly affected the immediate needs of the petitioner, i. e. to prevent people from dying of hunger. More importantly, the Supreme Court did not recognise the specific Right to Food within this context of starvation. . PUCL VS. UNION OF INDIA, This is a landmark case relating to Right to Food and food security. This case, technically known as â€Å"PUCL vs Union of India and others (Writ Petition [Civil] No. 196 of 2001)†, is handled by an advisory group consisting of a few members from the People's Union for Civil Liberties (PUCL), Human Rights Law Network (HRLN), former support group of the RIght to Food Campaign and other active individuals in the campaign. Supreme Court hearings have been held at regular intervals since April 2001, and the case has attracted wide national and international attention.Although the judgment is still awaited, significant â€Å"interim orders† have been passed from time to time. For instance, the Supreme Court has passed orders directing the Indian government to: (1) introduce cooked mid-day meals in all primary schools, (2) provide 35 kgs of grain per month at highly subsidized prices to 15 million destitute households under the Antyodaya component of the PDS, (3) double resource allocations for Sampoorna Grameen Rozgar Yojana (India's largest rural employment programme at that time, now superseded by the Employment Guarantee Act), and (4) universalize the Integrated Child Development Services (ICDS). . CHAMELI SINGH VS. STATE OF U. P. , In this case, it was held that right to life guaranteed in any civilized society implies the right to food, water, decent environment, education, medical care and shelter. The method in which the constitutional social rights or the DPSP have been enforced or made justifiable by the Supreme Court has been through an expansion of the existing fundamental rights, particularly the Right to Life guaranteed in Article 21. CONCLUSION Starvation deaths and high prevalence of hunger clearly show that India needs to wake up.The judiciary cannot monitor the implementation of the schemes forever. The government needs to review policy from time to time and take corrective measures for effective implementa tion of different schemes and programmes, establish effective mechanisms of accountability and ensure the right to food for all. As the problem of food insecurity relates to both the demand and supply of food, a solution could be to empower people towards greater purchasing power, as well as addressing the inadequacy of the distribution system, and checking corruption and leakages.Awareness among the people with regard to their right to food can escalate the process of equitable distribution and thus help to realize the right to food for all citizens. The right to food is not just a basic human right, it is also a basic human need. It essentially requires the state to ensure that at least people do not starve. Implementation of the right to food does not imply that impossible efforts be undertaken by the states.
